Not gonna fly. After the deadly cowardice and incompetence of law enforcement during the massacre in the school in Uvalde Texas, no child shall be deprived of the means of calling their own parent to come rescue them as one mother did there after getting past cops trying to stop her.

Correct answer but the FCC would get their panties in a twist. Still, when I was in school, all through high school, that was the rule: no cellphones on school grounds. If you’re caught with one, it’s forfeit until the end of the year.
Granted I graduated in the early 2000s so back then cell phones were limited and honestly nothing but a distraction. Or a means with which to cheat.

We had serious machine damage and loss of production in a paper mill due to operators glued to their phones instead of watching their machines.
I installed noise generators that stomped on top of the cell service and wireless router signal for about a 50 foot radius. I installed them inside the electrical controls cabinets. It worked great.

fwiw in our local district, the phones have to be put up during class time.
All of the rooms have racks for storage during class.
It’s my understanding that it has been effective.
