Parentheses should be used when the words inside the marks are not a requirement for the sentence to make grammatical sense. In other words, you could completely remove the parenthetical statement and everything would still read OK (if a little less colorful or informative).

What I noticed on that “boiler plate standard operating procedure..” was that it wanted agents to wear civilian clothes. I have ZERO doubt they wanted a shootout with the SS to show how much of a dictator Trump is.

And were instructed not to have badges and no insignia identifying who they were. That is the way the FBI usually raids at six in the morning so whoever is raided thinks it is a home invasion, offers resistance, and the FBI gets a chance to kill them.
