Look where the parenthesis are - and read the sentance without the paranthetical phrase:

“Telephone.... other other reliable electronic means.”

Parentheses should be used when the words inside the marks are not a requirement for the sentence to make grammatical sense. In other words, you could completely remove the parenthetical statement and everything would still read OK (if a little less colorful or informative).
