In some of the other attacks that have taken place in the past, like in France, and ISIS/ISIL has taken credit for them, the perps were French and Belgian born citizens of Moroccan and Algerian backgrounds. Isn’t it possible that the individuals who carried out this attack could actually have been born in Ukraine, but part of an ISIS cell someplace in Ukraine, like those in France?

Logically, scenarios and possibilities without evidence should be rejected. Not only did ISIS claim credit and posted a video of the actual attack, but four terrorists were captured after fleeing the scene. Russia's interior ministry said they were foreign nationals, with one of them from Tajikistan. Passports from Tajikistan were also found in the car.
