Logically, scenarios and possibilities without evidence should be rejected. Not only did ISIS claim credit and posted a video of the actual attack, but four terrorists were captured after fleeing the scene. Russia's interior ministry said they were foreign nationals, with one of them from Tajikistan. Passports from Tajikistan were also found in the car.

I don’t have “A” therefore “A” is false is an invalid argument.
There’s a reason the conclusion in court is not guilty.
It doesn’t mean innocent.
