Job #1 of the military is to be so intimidating that your enemies don't dare screw with you.
If they have to resort to killing people and breaking things, that means they've already screwed the pooch and had to activate the first contingency.
How does a military show it is intimidating without occasionally killing people and breaking things?
Marches, parades and exercises only scare the weakest nations.
