Last I heard spending bills were supposed to originate in the house. Of course, that was in old America. This news speaker doesn’t have a hair on his ass if he doesn’t pimp slap them and declare it dead on arrival because it didn’t start in the House.
It did start in the house. Some generic bill was taken from the house, edited and this is the result. This is how this always happens and this has been explained 100s of times.
As to stopping the bill in the House, there clearly is nothing in it to close the border. No reason to advance it in the House. But then, there wasn’t in the Senate, either.

Sadly, incorrect. “All Bills for raising Revenue shall originate in the House of Representatives”. This bill doesn’t raise revenue, it just spends and spends.
They subvert the constitution by deleting all the text in a spending bill sent over from the house. Then they insert there own text into it. That is what I understand. No doubt they did that here. They are all lawless.
