Good question, combination of both or just coincidental actions.
WTS, launching an ambitious technical operation like starting up a national internet service would likely come with many “glitches “. We have all experienced the problems that come with upgrades and patches to existing systems and programs. A whole new system of this size and complexity would surely have issues.
Is it salvageable is the question
Remained me of their much vaunted new communication system for the military that has not been realized, corruption is always part of the mix

Iran does not want Trump to come to the White House. They ask the Kremlin to “influence”

Iranian authorities fear that if US President Donald Trump wins the election, the situation in the Middle East region could worsen for them. This is stated in the letter, which was transmitted through unofficial channels from Tehran to Moscow.

In particular, Iran asks Vladimir Putin to influence the situation with the American elections “to the extent possible.”
