The question is, why do they feel they need to be trusted?
Implicit in the objective of regaining trust is the fact that it has been lost. The temptation would be to ask why, but I would say that is only first base.
I would suggest that they feel they need to regain trust because they cannot accomplish their objectives with a hammer, because they have discovered that the population are not all nails. At least not yet
