2nd on the advocate. It’s part of why Covid was so deadly. Suddenly, the hospitalized had no advocates, they were not allowed in the hospitals.

You are correct.
There is no specific definition of the procedure.
Essentially, the pilot is notifying the controller that he will be abbreviating his approach, inside the normal parameters, sort of like deviating for weather off the prescribed routing or clearance. It’s a variation of calling for a short final rather than the normal final segment initiation point.

One thing I learned is that arguing with a controller is useless. Talk to them after you get on the ground. If you have to deviate as pilot in command for emergency or life saving purposes, do it, then sort it out later. The controller is safe in a chair in a building, you are in the air with your butt on the line.
