It will make for some interesting ruins after it all falls apart. I can think of 100 reasons why this is a colossally bad idea. Just securing the building in that part of the would will be impossible. 200 Iranian drowns could burn the hole thing down.
Too many eggs in one basket if you ask me.
But not to fear I don't think that God will be needed to destroy the New Babylon, human engineers are already on the job.

My prediction is it will be the biggest real estate White Elephant ever. China has many phantom cities they built, this , I think, is even worse.
They are wasting the wealth building this but it’s their money to burn.
