When she smirkingly tore up the SOTU on live TV, she should have been hauled out of there immediately and have lost her position as Speaker and been at least censured if not impeached as a Representative.
In fact, Trump was weak in dealing with the Dems in general. So Nancy just took it and ran with it.

If anyone should have done something at that point, it was Pence (who was sitting right there and saw her scoring the SOTU script in order to rip it up) or her fellow “Members”. Pelosi knew (& still knows) that she is above the Law.
