Would be lovely to refuse to seat her, but that would require senators to serve the people.

Newsome did not nominate Butler, she was appointed, and next year, the voters of California can voice their opinion on that appointment.

Thought they might use this opportunity to appoint Kamala Harris to the seat to allow her to be removed from the ticket and then spin it as a promotion for her - since it was “The Feinstein seat” - “really shows the confidence the party leadership has in her to take on this important role to try to fill these big shoes”, etc.

That being said, her nomination did create a rather shocking scandal, when it dawned on the public that the newest Senator from California doesn’t actually live in California at all. I doubt the majority of Californians are even aware of who Feinstein was, much less that someone was appointed to fill whatever office this Feinstein person held.

So for this reason, there are two members in the Senate from California, two from Oregon, two from Washington, two from Alaska, and so forth for all fifty states. I've actually argued that California has 8 to 10 US senators:
- California (2)
- Nevada (2)
- Arizona (2)
- Colorado (2)
- Montana (1)
One could argue for the inclusion of the Oregon and Washington state US senators in the list.

As you state, it’s if she decides to run for the seat when Feinstein’s term expires that it will become an issue, as presumably Newsom’s appointment is using the “when elected” part of the clause as his loophole.
