The OSS was full of Ivy League graduates.
The real purpose of the CIA was to keep the upper class in power. Keeping people informed of events that could affect the stock market, so they could stay ahead of it, was a bonus.

Bill Donovan was the attorney that founded the OSS. Lawrence Houston was the attorney that founded the CIA. Houston was Ivy undergrad, UVA law school. Donovan was Ivy for both undergrad and law school.
