The state already owns about a third of Maui. Next largest owner is Alexander & Baldwin, real estate company that started plantations and irrigation about 150 years ago. They own less than 10% of Maui.

Many have mortgages and therefore only partial ownership. They will have to negotiate with the bank for a re-building loan. The banks and dozens of government "authorities" are going to want to set the new rules, and boy can they dream up new rules. The red tape could get confounding and oppressive.
Those who own outright, as long as they had insurance, might be in a better position, but if the powers that be have other ideas about what Lahaina should look like, then again, the red tape could be horrifically discouraging.
Modern developers hold all the persuasive cards when it comes to nudging bureaucrats to treat them with respect. Frustrated individual property owners, not so much.
