Were spectrum analyzers like those used in electronic countermeasures by the military operating while the voting was going on to prove there was no RF on ANY BAND including cellular, WiFi, Bluetooth, Near Field Comms, or audio chirp comms in the area?

You can only attest to the few physical devices you are aware of where you actually are. You can’t attest to the entire state, much less all of Philadelphia. Just because your site doesn’t have any cheating you notice, doesn’t mean its not occurring anywhere in PA.

Is there a system wide audit that reconciles the local counts at the close of the precinct with the numbers reported and tabulated centrally? In my experience, the lack of full and thorough post-election system wide audits that can detect fraud is a major weakness. Ummmm - hate to break this to you, but a SIM card in a device other than a phone is only used for data-communications over a cellular network - especially connections to the internet. If the SIM cards are removed AFTER the polling hours have concluded, then that indicates they were installed DURING polling hours.

In other words, they had all that was necessary to be connected to the internet, and therefore accessible to others via the internet.
