Because Ukraine already committed the reserve to Bakhmut and Donetsk. General Zaluzhny opposed this and it's probably why he was fired. Notice there are no more UFA on the Belarus border, north of Kiev. This is the problem. You're running out of people. All you had for the offensive were the 12 specially-trained and NATO-equipped brigades, and they were clobbered.
