That would be Germany, before the outbreak of hostilities. They were supplying arms to the Croats via Hungary beginning in 1988. Then we played catch-up, and how.
This is just more baying for attention (and free stuff) on the part of the Bosnian Muslims, They have always done it, often to good effect, but feeling ignored these days. Everyone is tired of Balkan whining.
It’s true the Russians play diplo-footsie with Serbia and the Bosnian Serbs to some extent, but it’s not really a big deal.
