He should have been in jail or held in a psychiatric hospital getting treatment. The 40 arrests and his recent attack where he punched a 67 year old woman in the face were more then enough to take him off the streets. He would be alive today if the NY justice system wasn't a bad joke. The only people making this about race are the usual race hustlers. I'm pretty sure the same thing would have happened if Neely was white.
