Gain of functions research is dual use technology - meaning the technology has both civilian and military applications. The military side of the field is known as Bio Weapons development.

The techniques and procedures for bio weapons development are virtually indistinguishable from gain of functions research except for the fact that bio weapons research is done under very tight controls and protocols and is supervised under the codes of military discipline.

Gain of function is done under the totally uncontrolled, unsupervised and undisciplined conditions of academic research which is obviously much more dangerous.

The big question is why are Chinese researchers being trained in cutting edge bio warfare technology in American Universities and why are American tax dollars being used to transfer that bio weapons technology to China with the goal to establish US funded bio weapons research facilities in China. These US funded programs are being used to conduct US funded Chinese bio warfare related research using the technology we transferred to them. ?

Not necessarily military discipline, but done in strict compliance with Institutional Biological Safety Procedures as regulated by government. Where in the U.S. such work is done in Biosafety Level 4 labs (moonsuits and airlocks etc.) in China it was done in BSL2 labs (basically a lab bench with a fume hood in street clothes with a labcoat). I’m sure any US grant money to China for this research came with safety restrictions but were simply ignored.
