I believe I read that Turkey has already sent cluster munitions. The “civilizing” of war has always been an interesting concept to me.
The Russians are using cluster, phosphorus, and thermobaric weapons not to mention long rang rockets against civilian targets in mass
But the possibility of bringing the horror of war to their precious motherland now that’s a red line
