The actual content of the documents is not that important since most geopolitical intelligence is also generally reported by open source organizations as well. The real threat is the level of specificity in the document that would reveal a source or method of collection. Besides jeopardizing human sources, it could result in loss of future intellegence if the adversary neutralizes the method.
If Biden possessed specific information that he didn’t have a “need-to-know” that is a violation of the securities act. If this information then was also made available to an adversary, Biden would be suspected as a potential source which would be treason.
Biden takes this seriously. That’s why he stole these documents and left them everywhere.
