Well, that’s BS.
Of course it’s still a lie. But if a weak mind believes it to be true, then that weak mind won’t see it IS a lie and therefore perceives it to be true.
Think about it. The author isn’t saying it ISN’T a lie. He’s saying to people who believe the lie believe it is the truth.
Think of all the weak minds who believed the many lies the Deep State wove about Trump and they “know” they were true. Think about all the weak minds who believe the “systemic racism” and the “US is a racist country” lies and they “know” those are truths.

If you believe it, by definition you can't be stating it with intent to deceive, therefore it is not a lie.
A lie requires two factors, knowing it's a falsehood and stating it with intent to deceive. Absent either of those qualifiers it is not and cannot be a lie.
Getting the wrong answer on an algebra test isn't a lie unless you knew the correct answer and got it wrong anyway.
