The article does suggest that. It says people who are "disagreeable" about getting EXPERIMENTAL INJECTIONS WITH NO LONG TERM STUDIES may also be tagged as presenting mental health issues. The old USSR did this to dissidents - simply for disagreeing, you could be sent to an asylum - for 'treatment'....
