The whole House votes for Speaker. It's called the Caucus Vote, and it's the first procedural act of the House in each Congress.

The parties will separately nominate someone to run for Speaker, but the Speaker does not have to be an incumbent of the House. The Democrats cannot interfere with the Republicans' selection of their nominee, but they can vote for McCarthy over their own candidate in the House roll-call vote.

At the point in the process of this article, it looks like McCarthy doesn't have the votes yet inside the Republican party to be their nominee.

McCarthy is already the Republican nominee for the House Speaker position.
