I think this is a good thing.
Something that should have been done before the elections and before sending out absentee/mail-in ballots . . .

Why do I think this will be applied to election day voters only rather than also to early vote or mail-in ballots?
This one is a good move... anything to prevent double-votes is helpful.

This is phony...This reconciliation was on the books already. The Dems tried to get it stopped. Their lawsuit failed and it remained on the books. So this vote is phony and did absolutely nothing...but implies the Dems are the good guys since they are the 2 of 3 members of the Board.

First of all, when the sanctity and integrity of mail-in votes has been the #1 or #2 or #3 headline continuously for nearly 2 years; nobody, not Steven Hawking and the entire staff of NASA could have ever suspected that a mail-in voter might physically show up to cast a duplicate vote. Not in a million years. Never happen.
Second, a rule change on election day?
Third, whom shall be authorized to cancel a previously mailed-in vote upon finding that an in-person voter had already voted?
Fourth: And what if the mail-in vote and the in-person vote do not agree? Which one prevails? The first received or the in-person vote?
Let me make a wild guess that Philadelphia is a socialist/communist Democrat-run city besieged and overwhelmed by rapidly escalating inner-city extreme criminal violence. Am I right? What do I WIN?
