The issue is that Russia simply cannot do this - certainly not fighting a colonial war (as opposed to war of national survival). Russia's economy won't support it, Russian state capacity is extremely limited, but Putin is also terrified of Russian popular opinion.
I don't blame him - he doesn't want to be the next Ceaușescu or Gaddafi and the odds don't seem to be in his favor at the moment. Being a dictator is a rough business. One minute you're meeting with Xi in Samarkand, the next minute, you're bleeding to death, naked in a ditch.

Andrey Kartapolov: There will be no general mobilization in Russia
Russia has decided to tighten responsibility for crimes committed against military service during the period of mobilization or martial law, in wartime. The corresponding package of amendments to the Criminal Code was adopted by the State Duma on September 20 immediately in the second and third readings.
Andrey Kartapolov, chairman of the State Duma Committee on Defense, told in an interview with the Parliamentary Newspaper about the role played by a special military operation in this, about possible mobilization, as well as about what awaits the territories bordering Ukraine in the near future.
