EU and the west are already having high level meetings on how to do just that. From what I have seen, Ukraine had already done a far better job of raising the living level for its people than Russia has done. Otherwise why would the invaders be stealing washing machines, dishwashers, microwaves, and toilets? Ukraine is certainly not more devastated than was Germany at the end of WW2, so why imagine that they cannot rebuild newer and better too?
Supporting nations will vote legislation to provide the economic support for rebuilding. Such money voted will support a lot of jobs in the voting countries, resulting in employment, and tax dollars. Anyone ever hear of “high velocity dollars”? Can’t remember the name of the economist who coined that phrase, but the concept appears to work well.
It is unclear what you are suggesting could happen to Kaliningrad. I am interested as my maternal grandparents came from there around 1890. They were from East Prussia, and there were family ties in Koenigsberg (sp?). My grandfather was a marine engineer, and he did not like they way Bismark’s navy appeared to be headed. One of his valuable jobs in this country was retrofitting a major ocean liner as a troop transport for WW1.

Pro-Ukraine bots outnumber the pro-Russia bots, but not in their distribution of messaging. This is not at all surprising: The Russians are masters of propaganda and disinformation, and have been for about 100 years. So, pro-Russia bots are able to widely distribute and disseminate their posts over a vast network, whereas the pro-Ukraine bots are not so sophisticated in that regard.
