That means pro-Russia bots are able to flood the networks using fewer operatives; thus, they exert influence on far more systems than pro-Ukrainians can. It’s a simple example of quality (i.e. better game) over quantity (i.e., more players).

Pro-Ukraine bots outnumber the pro-Russia bots, but not in their distribution of messaging. This is not at all surprising: The Russians are masters of propaganda and disinformation, and have been for about 100 years. So, pro-Russia bots are able to widely distribute and disseminate their posts over a vast network, whereas the pro-Ukraine bots are not so sophisticated in that regard.
