If they die, are hospitalized, have a birth defect, or suffer from a permanent disabling ailment or need a surgery then it is reported, regardless.
But since he had something which did not kill him, wasn't permanent and disabling, since he didn't give birth to a kid with downs or some shrunk extremity, since he wasn't hospitalized or need surgery, he is not reported.

When you literally count every death that has any Covid like symptoms as a Covid death, even before a test was available, that isn't really scientific and jacks up the numbers.
