This story, as written here, doesn’t make a lot of sense. First, it indicates that California prosecutors/courts declined to get involved in the matter. But then it suggests that the San Mateo County sheriff/deputies showed up in Indiana with a slew of warrants. What judge/court issued these warrants?

No, they cannot. They cannot go to another state and make an arrest. They have to get a local involved and file for extradition.
And they sure as hell cannot go to another state at will and conduct search warrants. You think NYPD can do raids in Texas or Florida as they please?

Think Lubbock Texas police can fly into Manhattan or San Francisco and do a raid at a house? You are -way- off the mark.
Cops can get a friendly judge to sign off on warrants for the flimsiest stuff if they really want to hem someone up.
