The purge started in earnest during the Clinton Administration. Real war fighters were being passed over for promotions while the worthless were kept. I firsthand saw one promotion board for Major where three men with real war fighting credentials and the paperwork to prove their excellence were passed over while two who actually had real, honest-to-god Letters of Reprimands were promoted to Lieutenant Colonel.
One real slimebag, who I met while he was a First lieutenant, told everyone he met he was going for Flag Officer and he would destroy anybody who he thought would get in his way and not help him. He got his fourth star during the Obama Administration and was still a worthless slimebag.
