I don’t think that is new. Years ago, the Navy used to recruit Filipinos, from the islands. They would go directly from the barrios, to Navy basic training. I was USAF, I knew numerous USAF personnel, who were not American citizens. As far as I know, if they wanted to make it a career, they needed to become US citizens, and needed to be US citizens, to be officers.
A few years ago, I was having lunch at Travis. There were 4 people sitting near, all in uniform, 3 US Air Force and one US Army. I asked them what language they were speaking? They said they were all speaking Russian, as they were all Russian born, but here they were, Russians in the US military.
