More like, universal no-excuse mail-in ballots need to be eliminated.
Is your mother in a care facility? Make a voting precinct right there, run with the same rigorous standards as every other voting place.
That is too bad but in person voting is the only way to control the fraud. Sorry but it is small price to pay.

FALSE PREMISE. EVERY state has absentee ballot exceptions for disabled people to have a voting method consistent with their disability, as well as legitimate job, education, and military service situations. This was in place even during the 80’s, when my then-living disabled great-grandmother voted for Reagan, the first Republican she voted for in her life. (She would have been MAGA today had she lived.)
Stringently followed protocols for absentee ballots should always be an option. Unrestricted mail-in ballots and dropoff boxes should NEVER be an option.

She could request an Absentee Ballot and mail it it. It requires a couple types of verification, actually making the request being the first step.
Also, on Election Day, at least in the elections I’ve worked, there are a large number of volunteers whose only job it is to go to shut-ins, have them vote, place a signature, and personally return the ONE SINGLE ballot (not a stack) to Election Central. (Hopefully most of them are not helping the fraud.)
There are volunteers who will drive people to the polls.
Mail-in ballots are the problem, not the answer. We did very well in the past couple hundred years with one election day and paper ballots.
