It looks like this is one of the first steps to drag New Jersey into compliance with the SCOTUS ruling from 23 June 2022 in the case of NYSRPA v Bruen.

Smart dude but it will likely still need some legislation to fix it permanently. For NJ, it is Cheaper now to comply than face the lawsuits you will not win. The great carnac sees California will be dragged kicking and screaming.
