I think Trump was planning on that in his second term.... doing it in the first term could have kept him from a second.
He surely would do it in the next term.. and they know it... all the more to keep him out.

The only way to regain the Republic and avoid the totalitarian near future(not considering the tech giants) is to repeal Civil Service and abolish all Federal Departments, Agencies, Commissions, Authorities, bureaus, and all other Executive Office entities capable of making rules back to the original George Washington’s Cabinet i.e. Interior, War(Defense), Treasury, and Attorney General. That is certainly a pipe dream but it is what would have to be done. The techs are another problem and probably render all political reforms trivial.
The water of DC is our tax dollars and corrupt influence money. It is the environment that our swamp creatures live in. Much of the corrupt influence money is payback from foriegn sources that are funded with our tax dollars. Foriegn aid must be eliminated. And those pushing for it must be outed publicly as the most corrupt of the corrupt./mild rant off
If there was one clear lesson from Trump’s 4 years, it is that ‘the swamp’ is a misnomer:
It is analogous to an infestation, but the leftist-progressive ideology also tainting many republicans is not an insect, but a virus.
There is no ‘draining’ ‘the swamp’. That itself is just another perpetual ‘crisis’ (e.g., ‘war on drugs’).
There is likewise no ‘vaccine’ for this virus.
It must be eradicated.
The ‘swamp’ - if that’s what its moniker remains (I would label it “Rome”) - must be BURNED.

Actually, one now-proven path to "regaining the Republic" and reforming the bureaucracy was accomplished by Sonny Perdue at the Department of Agriculture in 2019.
It was the same kind of decision many corporations make to remove high-paid employee dead wood: simply move offices to a remote location.
And that's exactly what Perdue did. He moved the headquarters of certain units of the Department of Agriculture to Kansas City — and saved the taxpayers "hundreds of millions of dollars" and in the process canning "1,000 employees" from the bloated Agriculture bureaucracy.
