Given the recent leaks across all branches of our government, these documents are probably much more secure than if they were in the White House (or anywhere else in DC, for that matter)!

Strictly speaking he was not held back. That would be impossible.
They probably had a meeting and some people in the administration pleaded with him not to release it all, and he agreed.
If I remember correctly it was Mike Pompeo who rushed over from the CIA and persuaded Trump not to release everything for national security purposes.
I imagine the conversation went something like this:
Pompeo: “You think you have problems getting the Bush wing of the party to cooperate with you in Congress now? What do you think will happen when you release documents showing George Bush Sr. was neck deep in the Kennedy assassination?”
