The Simon Weisenthal Center responded with an outcry, saying that Germany was reverting to its racist, xenophobic Nazi past. I remember hearing a radio news report at the time, citing the Wiesenthanl Center's denunciation of Germany's new immigration restrictions.
Germany quickly rescinded its immigration laws, desperate to prove to Jewish NGOs, and to the world, that it had truly deNazified. That it welcomed diversity.
Many Germans know diversity is bad. But they're even more afraid of being painted as Nazis by the foreign media.
