Pure democracy is one step away from dictatorship.

If I had to choose between the two, I'd go with the dictator. At least there's a chance he'd be a good, benevolent dictator. At the very least a dictator is more predictable.

And if he's a psychopath, at least you're only dealing with one person, and there's a chance you can unthrone them the time honored and old-fashioned way.

With a mobocracy you're dealing with the fevered fear driven brain farts of millions stampeding over whatever cliff someone spooked the herd towards.

Great point, and one often missed. It’s not the form of government that makes or breaks oppression. It’s the character of those in power. Our form of government has grown out of control, and all endorsed by those in power, all three branches agree the government they control is in bounds, legitimate, and morally righteous, standing up to deliver freedom, opportunity, equality and justice to the people who elected them, and blah blah blah.

The system looks good on paper, but the people running it are spawn-of-satan rotten.
