At least there's a chance he'd be a good, benevolent dictator. And if he's a psychopath, at least you're only dealing with one person, and there's a chance you can unthrone them the time honored and old-fashioned way.
With a mobocracy you're dealing with the fevered fear driven brain farts of millions stampeding over whatever cliff someone spooked the herd towards.
