Officially it’s widespread labor disputes. I’m thinking, though, that the price of fuel may be making currently-contracted shipping contracts uneconomical, thus providing an incentive to encourage strikes in order to get out of the shipping contracts.

Joanna Marsh at FreightWaves is an infinitely better author than whoever wrote the “NOQ Report” trash. Interestingly, Ms. Marsh’s report makes no mention of fuel prices or supplies. It sounds like this is still the ripple effect of the GD government shutting down the economy for months for COVID.
There was an excellent article posted here two or three months ago on the challenges to get logistics systems running again after such interruptions. It focused on ocean shipments, but the principles are same for rail.
