Thank you TexasGurl24, as I read the rules, they said that letting the nominee out of committee brought the rules of cloture into play if there was a tie. So in order to get her in, if the Republicans hold firm. Schumer will have to set aside the rules of the Senate and with the vote of the vice president override the rules of the senate just to free her nomination from committee. I might be reading it wrong though, how do you read it?

Except all previous existing rules regarding cloture remain in effect, including that only a majority need to advance judges and executive branch nominees.
