This is the way it’s done when you aren’t allies. Moscow more likely to believe China. Also, the more steps the info goes through, the more cover available, “That’s not how we said it”, “We withdrew that theory”, etc.

Because such an aggressive “in your face” provocation would have generated a firestorm of international criticism and condemnation.
