This is the way it’s done when you aren’t allies. Moscow more likely to believe China. Also, the more steps the info goes through, the more cover available, “That’s not how we said it”, “We withdrew that theory”, etc.

If that is the case, then IIRC the optimal way to proceed is not through an unfriendly country but an reliably neutral country such as switzerland.
