People can and do wake up while intubated. Drugs wear off faster or have a smaller effect in some people. Or, the administration of the medication was about as high quality as the treatment of covid in general.
It is human for the body to want to regain consciousness and alert. Back to caveman experience sleepy and non-alert increased you chances of death. Today this is true too if a hospital is involved.

I watched my best friend die of colon cancer 12 years ago. He was on a vent and you could actually see his coma-induced body still fighting it, trying to eject it. IMO, it is nothing but torture.
