As a ham operator, your friend would also have to be a ham operator and have a mobile radio, a call sign and a frequency designated for us to try to communicate.

In the future, your friend should get either a satellite phone or a ham radio license & radio.

This is a perfect example of why me and my better half got our ham licenses and radios.
When times are good, they are fun to play with.
When times are bad, they are life savers.
Our FCC doesn’t police anything anymore. You should hear the people playing music, intentionally QRM’ing, Foul language, etc. on 75 meters at night. That goes for 40 meters also.
I don’t know anything about how Canada does things.

Some trucking companies are forbidding CB radios as a distraction. Not every truck with antenna has a CB.

CB is short wave (around 27 mHz). Many CB users run amplifiers that boost the government mandated 5 watt limit up to several hundred watts for more range.
