The beauty of the CB is that it’s not part of a network so if you have a working CB radio you’re good to go and cannot be shut down remotely.

So each trucker would need a dish antenna mounted on the roof of their cab. Be easier for Musk just to send in sat phones.
While stationary, small dish can be mounted magnetically on roof of cab. Some trucks so decked out, possible already have.

I just read yesterday at their website that Starlink is not currently available for mobile use, like on a truck or RV.
For dish antennas mounted on buildings it says that there also needs to be a Starlink ground base station in the area that is in contact with the satellite simultaneously for it to work — not sure how far away it can be, but they are working on installing more stations.
