You are correct, they have already spent what the Boomers paid in and then some. Which is why the will change the system. But, they will change after raising taxes on our children and grandchildren to keep the system running until we die off.
It’s gonna be even more dire than just all the boomers on SSA. Millions and millions of ‘formerly illegal aliens’ now ‘legal’ will be introduced into the system - and their parents, and their children (for SSI, etc.), and SSDI....They will work the 40 quarters or whatever and are set for it - maybe the Democrats will give them those quarter credits for being good little Democrat voters. Or, all those years they had fake SSNs that SSA separately tracked (to keep from paying larger payouts to the real owners) will be legitimized.... It is a financial catastrophe just sitting there waiting on diaper man and Congress to execute.
