This legislation is clearly unconstitutional and is sure to be struck down by the SC. But it could take enough time to get to the SC that it could help them in 2022 midterms. At worst for them it allows them to virtue posture in 2022 as they tout “voting rights” and complain about “voter suppression laws”.
Sinema and Manchin, the last I heard, aren't going to vote to repeal the filibuster so there is no way the legislation can pass.
