If a shopkeeper sold cigarettes to anyone under the age of 15 they went to jail ...
Kids would get around that by saying their mothers sent them ...

The legal age to purchase cigarettes in New Zealand is 18, but they will start the ban at age 14 and raise the 18 age limit each year by one year so the 14 year olds will never be old enough to purchase cigarettes....
